The Cities for Climate ProtectionTM (CCP) Campaign "enlists cities to adopt policies and implement measures to achieve quantifiable reductions in local greenhouse gas emissions, improve air quality, and enhance urban livability and sustainability. More than 650 local governments participate in the CCP, integrating climate change mitigation into their decision-making processes. ICLEI runs this highly successful and widely recognized campaign either regionally or nationally in Australia, Canada, Europe, Japan, Latin America, Mexico, New Zealand, South Africa, South Asia, Southeast Asia, and the United States. The campaign is based on an innovative performance framework structured around five milestones that local governments commit to undertake. The milestones allow local governments to understand how municipal decisions affect energy use and how these decisions can be used to mitigate global climate change while improving community quality of life. The CCP methodology provides a simple, standardized way of acting to reduce greenhouse gas emissions and of monitoring, measuring, and reporting performance. . . . Communities that participate in the CCP benefit from the actions that they take to reduce greenhouse gas emissions . . . . ICLEI provides regionally specific tools and technical assistance to assist local governments in reducing their greenhouse gas emissions." Mayors for Climate Protection uses the Cities for Climate Protection program as "the official implementation mechanism for cities that are signatories to the US Mayors Climate Protection Agreement. Participation in the program is open to all ICLEI members." The website provides a Blueprint for Any City "to implement profitable solutions and reduce emissions," identifies the steps and longterm solutions. "The mayors for climate protection – who are a diverse group of politicians with great differences of opinion between them – coexisting in pursuit of a common, rational purpose. They understand that the warming of the climate is a primary urban issue. They know that most energy is consumed by cities, and that most emissions come from cities. Even though the problem is called global warming, the solutions lie in cities. They also understand that global warming is not merely, or primarily, an environmental issue. It is an energy issue; a business issue; an investor issue; a moral issue; a security issue; an agricultural issue; a coastal issue. It is an issue of universal concern that touches every facet of human existence and cuts across party lines, religious differences, class divisions, demographic distinctions and geographic location." Energy Efficiency and Renewable Energy Programs North Dakota Department of Commerce, Division of Community Service (DCS) "The energy efficiency and renewable energy activities within DCS encompass the federally funded State Energy Program (SEP), The Weatherization Assistance Program for low income persons, the State Building Conservation program, and other energy efficiency and renewable energy initiatives. The focus of these programs is to promote energy efficiency in both the public and private sectors and to facilitate the development and use of renewable energy sources within the state. Some examples include: wind power development; the use geothermal energy; the promotion of alternative fueled vehicles; and adoption of solar energy applications to name a few."
